What that means is you want to have your unit transport leveled up as high as you can, and you want to have as many unit transports as you can. The first key is the fact that this is a numbers game. If you want to switch factions you will have to delete the game, reinstall it, and overwrite your old save file. If you are a member of the rebel alliance, you will only be able to tag Empire bases, and if you are a member of the Empire, you will only be able to attack rebel bases.
